In May 2004, Calpine signed a 25-year agreement with Dow Chemical Company of Midland, Michigan, for the sale of up to 200 megawatts of electricity and 1 million pounds per hour of steam to Dow’s Freeport, Texas, facility.

Under the agreement, Calpine developed a modern natural gas-fired cogeneration facility that was constructed in two phases. Phase one began with the delivery of steam in early 2006. The facility achieved full operational status in 2007. The facility has an F-class gas turbine, a steam turbine and four boilers to ensure reliability.
